The next Harris County Appraisal District (HCAD) Budget and Finance Committee Meeting is Monday, June 9th. The next General Board Meeting is Wednesday, June 18th. Both meetings are open to the public and those wishing to speak can sign up at the meeting.
Both meetings are at 9:30am on the 7th Floor of the HCAD Building at 13013 Northwest Freeway.
Report: May 2025 HCAD Board Meeting
During the Budget and Finance Committee meeting we were presented with a proposal for next year’s budget. The proposed budget for 2026 was 6.69% higher than the current year. With inflation at 2.63% and a population increase of 1.1%, this budget increase is more than what is justified when taking into account inflation and population increases. We still have a few months to find the necessary cuts.
During the General Board Meeting we learned that more than $4 billion has been taken off the tax rolls through Public Facility Corporations (PFC) and Housing Finance Corporations (HFC). We have been working with the legislature to close loopholes and are looking for additional ways that HCAD can hold accountable PFCs and HFCs. They should not be allowed to operate tax free without holding up their end of the bargain.
On June 1st all PFCs are required to submit a report to HCAD. If they fail to do so, or if they are out of compliance, their exemption should be revoked. This is my personal opinion and not that of HCAD, the HCAD Board, or any other HCAD Board member.
