HCAD General Board Meeting October 15, 2025

 

The next Harris County Appraisal District (HCAD) General Board Meeting is Wednesday, October 15th. Meetings are open to the public and those wishing to speak can sign up at the meeting.

Meetings are at 9:30am on the 7th Floor of the HCAD Building at 13013 Northwest Freeway.

Kyle Scott’s Report: May 2025 HCAD Board Meeting 

During the Budget and Finance Committee meeting we were presented with a proposal for next year’s budget. The proposed budget for 2026 was 6.69% higher than the current year. With inflation at 2.63% and a population increase of 1.1%, this budget increase is more than what is justified when taking into account inflation and population increases. We still have a few months to find the necessary cuts.

During the General Board Meeting we learned that more than $4 billion has been taken off the tax rolls through Public Facility Corporations (PFC) and Housing Finance Corporations (HFC). We have been working with the legislature to close loopholes and are looking for additional ways that HCAD can hold accountable PFCs and HFCs. They should not be allowed to operate tax free without holding up their end of the bargain.

On June 1st all PFCs are required to submit a report to HCAD. If they fail to do so, or if they are out of compliance, their exemption should be revoked. This is my personal opinion and not that of HCAD, the HCAD Board, or any other HCAD Board member.

Joint Election May 3, 2025

A joint election for various locations in the county was held May 3, 2025. Find results by going to HarrisVotes.com.

The local elections results on May 3 were a serious setback for Republicans across the state. There were a few wins, but overall conservatives lost ground we had gained in school board races over the past 4-5 years. 
There’s many reasons (some particular to each jurisdiction) but the overriding one is this: in low turnout elections (and most of the May 3 elections saw about 5% voter turnout) the side that shows up wins. And right now, Democrats are fired up while Republicans are complacent. Add in the built-in advantage the bad guys enjoy in school board elections with ISD employees and insiders playing a disproportionate role in low-turnout races, and the progress we did make in previous years is all the more significant and a credit to your hard work. 
I knocked on a lot of doors the last couple months for a conservative school board candidate and drew these conclusions based on what I’m seeing on the ground. I’d love to hear from you if you have any thoughts about what happened in the local elections. 
FYI – Crazy, angry, resist lib cat ladies are the most engaged and obsessed voters in America. No matter how obscure the election, their covens will swarm Nextdoor. That’s definitely an advantage for Democrats in low turnout elections. 
Part of this is the historic midterm dynamic – the party out of power has a focus to rally against and there’s a backlash against the party in power. Republicans benefited from this under Obama and Biden and we won Congress, state legislatures, local elections, etc. Now the Democrats are benefiting from this curious fact of American political life. 
In 2018 – the last midterm election under Trump – Democrats came within two points of flipping Ted Cruz’s Senate seat (and of course that’s when Democrats flipped Harris County blue). 2026 could be even worse but there’s still time to course correct. 
How do we bring the 2024 Trump voters back to the polls in 2026 when Trump isn’t on the ballot? Whether or not we keep Texas red will depend on successfully answering that question. 
 
This is a time for concern and re-engagement, NOT panic or despair. We have Houston ISD and other local elections coming up this November, primary elections next March, another round of local elections in May 2026, and then November 2026. Evil never sleeps, and neither can we.

The long awaited tour of the Capitol in Austin occurred Tuesday, February 4, 2025. This event was guided by Representative Mike Schofield who provided unforgettable stories of Capitol history and showed off the newly refurbished Capitol. Representative Valoree Swanson recognized Texas Tea Party Republican Women during the House session that day.  Representatives Schofield and Swanson graciously sprung for attendee lunches as we all gathered in Representative Sawnson’s office to get the latest legislature scoops.
